Daily Freeman: Mid-Hudson municipal leaders fear budget impacts from phaseout of solar energy credits

Rosendale Councilwoman Jennifer Metzger, director of the grass-roots solar energy advocacy group Citizens for Local Power, said proposed changes in the rules are designed to benefit utilities under the guise of paying for infrastructure to distribute electricity.
“There were parties that were meeting and providing input on this proposal,” she said. “It wasn’t that (state Department of Public Service) staff sat in a room and came up with this. There was input, there was a process, but ... the writing was on the wall before the process started of how it was going to end.”
