The PSC today approved the first major Order on the REV, the “Order Adopting Regulatory Policy Framework and Implementation Plan for a Reformed Retail Electric Industry”-- informally known as the REV “Track One” Order. The Commission did not support our call for an independent DSP, instead following DPS Staff’s recommendation to give this role to the utilities, but did leave open the possibility of creating an independent entity if utilities don’t perform well in this new role.
We did win on the issue of utility ownership of renewable generation: The Order forbids utility ownership, except under very limited conditions. The Order is not light bedtime reading, but important to check out.
