The PSC’s REV “Track 2” Order is out. Called the “Ratemaking and Utility Revenue Model Framework,” the 170-page Order seeks to make it profitable for utilities to support investments in clean, distributed energy resources rather long-distance transmission, which has always been an important source of utility profits.
