In December 2014, the PSC began to formally explore enabling CCA in New York, kicking off the proceeding (Case 14-M-0224) with a White Paper posing questions about the shape CCA regulations should take, and inviting parties to comment.

The CCA Order directed the utilities to propose fees for the provision of data to CCAs, where appropriate. In response, the utilities filed proposed tariffs with fees that CLP and others argued were excessive and unjustified. On August 1, 2017, CLP filed comments on the Case 17-M-0315, a PSC proceeding that could increase public access to valuable community-level energy data held by utilities. - CEAC Working Group Submits CCA Policy Recommendations Report
