The PSC Order enabling CCA directed NYSERDA to develop templates for the documents that municipalities forming a CCA are required to submit to the PSC. The templates developed by NYSERDA are “evolving” documents, and will be updated over time, including a Template Implementation Plan and a Template Opt-Out Letter, among other resources.
